Canada Introduced New Wage Standards for LMIA Applications by Province

Canada has raised wage thresholds for Labour Market Impact Assessment (LMIA) applications under the Temporary Foreign Worker Program (TFWP), effective June 27, 2025, as confirmed by Employment and Social Development Canada (ESDC). The revised wage standards will have a direct impact on whether employers qualify for Labour Market Impact Assessments (LMIAs). For instance, Ontario’s threshold increased from CAD 34.07 to CAD 36.00, and in British Columbia, it rose from CAD 34.62 to CAD 36.60. Nunavut’s threshold, however, stayed the same at CAD 42.00. Other provinces, including Quebec, Alberta, and Nova Scotia, experienced moderate upward adjustments. If a foreign national’s wage is at or above the latest wage threshold, then their employer must apply under the high-wage stream of the TFWP. On the other hand, if a foreign national’s wage is below the latest wage threshold, then their employer must apply under the low-wage stream of the TFWP. Overall, this update reflects the government’s effort to boost fair wages, protect the labor market, and ease the progression of TFWs into higher-wage jobs and immigration streams.
